DPWH Bureau of Equipment and Railz Asset Management – A Strong Partnership in Fleet Management The Department of Public Works and Highways (DPWH), as the executive department of the Philippine government mandated as the State’s engineering and construction arm, is managing a fleet of over 7000 land – based equipment assets, and 370 dredging and support equipment distributed among 16 regional offices and 196 district offices nationwide. The Bureau of Equipment (BOE) has the responsibility of ensuring the optimal return on investment from all the assets in the DPWH fleet through the introduction of the latest applicable policies, procedures, standards, and technologies for fleet management. The DPWH – BOE has been engaged with Railz Asset Management (RAM) since the year 2017. Back then, the DPWH – BOE was striving towards further development and sustainability of its fleet management system through the adoption of international best practices and systems. RAM has significantly contributed towards the attainment of the objectives of DPWH – BOE through the introduction of risk management concepts and practices, latest technologies in fleet management, fleet management best practices being adopted in Australia. Fleet Management Training and Certification Heading further into its journey towards fleet management excellence, the DPWH – BOE currently has the FleetMS Phase II in the pipelines. This initiative seeks to incorporate data science and machine learning with the existing Formbird FLEET, larger telematics coverage for the fleet, and acquire fleet management training and certification for its fleet engineers nationwide. As its strong and reliable partner when it comes to fleet management, the DPWH – BOE is currently engaged with RAM for the development of a fleet management training and certification course that is most suited to its organizational requirements. The FleetMS Phase II is set to run its full course in CY 2024.

I had the pleasure of working with Andrew Railz for around 13 years in my role as Director IPWEA Fleet. Andrew became an invaluable member of the IPWEA Fleet Council, quickly progressing to Deputy Chair. Andrew played a pivotal role in providing a robust escalation point for highlighting fleet management issues, offering strategic and operational oversight of Council's fleet and workshop. His valuable input will assist Council to maintain high standards in fleet management performance, ensuring compliance with Health and Safety, and meeting legislative requirements going forward. Andrew successfully implemented and reinforced appropriate lines of defence in fleet management, helping to foster a culture of consistency in information and reporting. This will be instrumental to Council in effectively mitigating future potential risks. An achievement of Andrew's tenure was the development of the Fleet Capital Works Budget. Andrew's commitment extended to regular attendance of Fleet Management Committee meetings, where his insights and contributions played a vital role in shaping Council's strategic direction. His ability to collaborate and communicate effectively enhanced the overall decision-making process within the committee. In the domain of Fuel Management, Andrew's analytical prowess was evident in his detailed analysis of Council's fuel consumption, suggesting potential changes in fuel management, and the development of Council's comprehensive Fuel Management Policy and procedures. His efforts will lead to improved efficiency and sustainability in Council's operations. Andrew's technical proficiency was evident in his work on a Fleet Management Information System (FMIS). His contributions will ensure Council's systems align with organisational objectives, enhancing overall operational efficiency and data accuracy. Beyond his technical capabilities, Andrew has consistently demonstrated exceptional soft skills, including capacity building and mentoring for Council's fleet staff. His commitment to professional development and asset rationalisation has created a positive and collaborative work environment.
